Delegated proof of stake: a representative's voting power is the KTA delegated to it, and a staple is final when enough of that weight has voted on it.

The derived weight is believed only when all of this holds. Empty anomalies are not proof of completeness: a history that only ever added to a representative leaves every weight positive and too low.
